Among his notable achievements, Thomas led the design and national expansion of Cameroon's HIV Recency Surveillance Programme from 2 pilot regions to nationwide coverage, contributing to its institutionalisation within the national HIV response. He also provided technical leadership in strengthening the country's Integrated Disease Surveillance and Response (IDSR) system by supporting the expansion of the national DHIS2 surveillance platform from 8 to 18 priority diseases, significantly improving disease monitoring, reporting, and outbreak preparedness.

His experience includes leading complex multi-partner programmes, managing multidisciplinary teams, strengthening organisational systems, overseeing programme operations, developing digital health solutions, conducting public health research, improving data quality, and translating evidence into policy and programme decisions. He has successfully managed projects supported by major international donors, including PEPFAR, CDC, USAID, WHO, and the Global Fund.

Driven by a conviction that communities cannot be effectively developed if they remain invisible, Thomas founded GI4C to transform how community needs are understood and addressed. He envisioned an organisation that continuously generates community intelligence, uncovers underserved populations and emerging challenges, strengthens local systems, and translates evidence into coordinated action, better policies, and sustainable development outcomes. Under his leadership, GI4C is building a model where data is not merely collected, but transformed into actionable intelligence that empowers communities, informs decision-makers, and drives lasting impact.

Thomas believes sustainable development begins with listening to communities, strengthening institutions, and enabling governments and development partners to make better decisions through high-quality evidence, innovation, and collaboration. His leadership is guided by integrity, accountability, local ownership, systems thinking, and a commitment to ensuring that no community remains unseen, unheard, or underserved.

His achievements include overseeing financial management for major donor-funded programmes, strengthening financial systems, coordinating the transition from SAGE to SAP ERP, harmonizing accounting systems with OHADA standards, developing financial policies and procedures, supervising procurement compliance, supporting external audits, and improving institutional accountability through financial analysis and risk management.

He has worked extensively with international donors and partners, including USAID, ICAP, UNDP, UNFPA, Mission 21 Switzerland, Bread for the World, Christian Blind Mission (CBM Germany), Helen Keller International, Intersos, and PCUSA, ensuring compliance with donor regulations and fiduciary requirements.

As Finance & Compliance Director of GI4C, Serge serves as the custodian of the organisation's financial integrity and fiduciary accountability. He provides strategic leadership for financial governance, enterprise risk management, internal controls, donor compliance, procurement oversight, and institutional accountability. Working closely with the Board of Directors and executive leadership, he ensures that GI4C maintains the highest standards of transparency, responsible stewardship of resources, regulatory compliance, and financial sustainability. His role is fundamental to building donor confidence, safeguarding organisational assets, and ensuring that every resource entrusted to GI4C delivers measurable value and impact for the communities it serves.

He holds a Bachelor of Science in Accounting, a Master of Science in Fraud Auditing and Forensic Accounting, and is completing the Certified Public Accountant (CPA) qualification through KASNEB, Kenya.

Marcel has represented organizations at regional and international policy forums, including the African Commission on Human and Peoples' Rights (ACHPR), where he served as Regional Focal Point for Central Africa. He has led high-level advocacy initiatives, organized international conferences and policy dialogues, strengthened institutional visibility, and mobilized strategic partnerships that have influenced policy and development across the region. In recognition of his leadership, he received the 2024 Canadian Government Human Rights Award from the High Commission of Canada in Cameroon.

As Chair of Strategy, Partnerships & Resource Mobilisation at GI4C, Marcel provides strategic leadership for institutional growth, partnership development, stakeholder engagement, resource mobilization, and socio-economic development. He guides GI4C's efforts to build high-impact collaborations, strengthen donor and government relationships, mobilize sustainable resources, and position the organization as a trusted partner for lasting community and systems transformation.
